Brief Biography
CPT. Philip McGovern is the OIC – Office of Safety and Field Operations Officer for Boston EMS. Prior to promotion to Captain, he worked in Boston Mayor’s Office of Homeland Security Emergency Management Agency as the Boston EMS Liaison. He also teaches at the BIDMC International Disaster Medicine Fellowship Program, a Harvard Medical School Affiliate, and Boston University Medical School’s Healthcare Emergency Management Program.

Phil holds a Bachelor and Master’s Degree from Boston College and a Master’s Degree from the Naval Postgraduate School in Monterey, CA. He has participated in several Harvard Executive Leadership programs and seminars, including the Leadership in Homeland Security Executive Seminar. Phil is currently enrolled in the Harvard National Preparedness Leadership Initiative, with a focus on international crisis management.

Phil is the NPS – Center for Homeland Defense Security Alumni Coordinator for the Northeast and the International Emergency Management Representative for Massachusetts, and one of the liaisons for the Semper Fi Fund/America’s Fund for Boston.

Phil was born in NYC, NY., and, lives in Boston, Massachusetts.
